This is a directory, not a payroll processor. We publish scorecards that separate the EDD registration clock from the software login, and workers’ compensation from a paycheck, because those are different products that happen to share a first employee.

Payroll Score is an independent directory that grades new-employer payroll, unemployment insurance, and workers’ compensation onboarding state by state. California: the $100 / 15-day EDD clock.

The first paycheck can start an EDD clock. Workers’ compensation is due before anyone clocks in. A payroll product that files quarterly returns can still leave the first registration on the employer. We say so on the scorecard.

We are not Gusto or Patriot.

Grades are not purchased. Methodology is public. If a primary source changes — an EDD FAQ, a statute amendment, a vendor help article — the page date should move.
