Iowa takes state income tax from paychecks. Those amounts sit with the Department of Revenue, not IWD.
Iowa takes state income tax from paychecks. This is not Texas, Florida, Washington, Tennessee, or Nevada. Those states do not take state income tax from paychecks. A federal Employee’s Withholding Certificate (Form W-4) is not the Iowa certificate.
IDR is the Iowa Department of Revenue, the income-tax office. This IDR is not Illinois’s IDOR. Do not copy Illinois’s start onto Iowa. The withholding-tax page says every shop that keeps an office or transacts business in Iowa, and that must withhold federal income tax on pay for Iowa work, must also withhold Iowa individual income tax. Get a federal Employer Identification Number, called EIN, from the IRS first. Then register on GovConnectIowa, the Department of Revenue e-services portal. Choose “Register a New Business.” The GovConnectIowa FAQ and the business-permit page print that path. Paper shops use Form 78-005, Iowa Business Tax Permit Registration. There is no fee for the withholding permit. After the file processes, IDR assigns a withholding permit number. Gusto’s help article prints that number as nine digits that start with 3. Older 12-digit withholding numbers still work. The Department of Revenue suggests the nine-digit number. Hold that number. A federal EIN is not that number. An IWD unemployment number is not that number either. An IDR ID is a Department of Revenue login number. It is not the withholding permit. That is not a 15-day California registration clock. Do not copy that clock onto Iowa.
Employees complete Form IA W-4, Iowa Employee’s Withholding Allowance Certificate, also called Form 44-019. The withholding-tax page says each new hire or rehire must complete and sign that form within 15 days. That 15-day IA W-4 clock is not California’s 15-day Employment Development Department clock. It is not Kansas’s 15-day status-report clock. If a worker skips Form IA W-4, the same page says withhold at an allowance amount of zero. Keep the form at least four years. The federal W-4 is not that Iowa certificate. File later deposits on the frequency IDR assigns: quarterly if you withhold less than $6,000 a year, monthly payments with a quarterly file if you withhold $6,000 to $120,000, or semimonthly payments if you withhold more than $120,000. Gusto names the quarterly withholding return Form 44-095. Confirm the live name on GovConnectIowa. Use the live IDR tables, not a number from a software page. Iowa and Illinois have a wage-and-salary reciprocal agreement. An Illinois resident working Iowa wages files Form 44-016, Employee’s Statement of Nonresidence in Iowa. That path is not this scorecard’s regular Iowa-resident hire.
When you owe unemployment: wages in any quarter after 2018. File myIowaUI within 30 days of first pay.
IWD collects state unemployment tax. That tax is often called SUTA, state unemployment tax, or SUI, state unemployment insurance. The 2026 Employer Handbook and the employers-covered page restate the regular-shop test. You become liable if you paid wages in any calendar quarter in the current or preceding calendar year for service in employment. Liability is retroactive to the first quarter wages were paid. Iowa Code § 96.1A prints the same any-wages test for calendar years after December 31, 2018. This is not California’s $100-in-a-quarter test. There is no 15-day California clock on the handbook page. Do not copy that clock onto Iowa. This is not Kansas’s, Mississippi’s, Wisconsin’s, or Illinois’s $1,500-quarter or 20-week test. This is not Nevada’s $225-quarter test. This is not Indiana’s $1 covered-wage test. This is not Oregon’s $1,000-quarter or 18-week test. This is not Utah’s one-person, some-portion-of-a-day clock. This is not Arkansas’s ten-day test. Iowa does take state paycheck withholding. Do not treat Iowa like a no-withholding state.
The same handbook names other paths. A successor who buys a shop that already pays unemployment tax is an employer. A 501(c)(3) nonprofit uses the same any-wages test and may elect reimbursable status. Domestic work in a private home uses $1,000 cash wages in a quarter. Agricultural labor uses $20,000 cash wages in a quarter, or 10 people in 20 weeks. Corporate officers who perform services count as employees. Family work in a sole proprietorship or partnership can sit outside that regular-shop line. This scorecard is the regular-business path.
Every shop that pays Iowa wages must register a UI tax account at myIowaUI.org within 30 days after the first date wages are paid to employees working in Iowa, or when an existing business is acquired. The handbook and the employer-resources page print that 30-day clock. Iowa Administrative Code 871—22.9 tells each employing unit doing business in Iowa to complete a registration within 30 days of commencing business. Out-of-state shops register as soon as Iowa wages have been paid. IWD then decides whether the shop is liable. This 30-day file starts after the first Iowa paycheck. It is not Louisiana’s 30-day apply-even-if-not-liable clock. Do not copy that clock onto Iowa. Do not skip the 30-day myIowaUI file after the first paycheck. Minnesota tells shops not to register unemployment until covered wages have actually been paid. Iowa’s any-wages test and 30-day clock start when Iowa wages are paid.
The handbook and the live myIowaUI sign-in speak of an Iowa UI account number. Software pages also call that number a SEIN, State Employer Identification Number. Hold the number. Do not substitute a federal EIN for that number. Do not substitute the withholding permit number. Do not substitute an IDR ID. A withholding number is not required before you open myIowaUI.
Register unemployment on myIowaUI.org. File later wage reports in the same portal.
myIowaUI.org is IWD’s unemployment-tax portal. The myIowaUI home page sends a new shop to Create ID if it has no Iowa UI account number. The New Business Fact Sheet says do not complete a registration until you have employed workers in Iowa and have paid wages, or you are seeking an Iowa Department of Labor contractor registration. After the account exists, file the quarterly contribution and payroll report in the same portal. The handbook says a liable shop must file that wage-detail report and pay electronically each quarter, even when there is no employment in the quarter. File even with a zero rate. Gusto and Patriot name that file Form 65-5300, Return/Wage detail Iowa Quarterly Contribution. Confirm the live name on myIowaUI. A quarterly wage report is not the new-hire report. Use the due date on the live IWD notice, not a date from a software page.
The unemployment-tax page and the 2026 handbook print the new-employer unemployment rate as 1.000% of taxable wages for a new non-construction shop. Construction shops use 5.400%. Those are Rank 4, not less than 1.000%, and Rank 9 on Contribution Rate Table D. The 2026 taxable wage base is $20,400. The 2025 wage base was $39,500. Experience rates later range from 0.000% to 5.400% on the 2026 table. Use the rate on your Notice of Tax Rate, not a number from a software page. That printed 1.000% is not Kansas’s 1.75% new-shop rate. It is not Nevada’s 2.95% new-shop rate. It is not Alabama’s flat 2.70% new-account rate. It is not Connecticut’s 1.9% new-shop rate.
New hire is a 15-day Iowa Centralized Employee Registry report. A myIowaUI wage report does not take it.
The new-hire report is a list of who you just hired. It is not a box on the quarterly unemployment wage report. In Iowa that report goes to the Iowa Department of Human Services, not to IWD. IDHS is the Iowa Department of Human Services. ICER is the Iowa Centralized Employee Registry. File on the Iowa HHS employer site, also called ePAY. The 2026 handbook sends the same report to that central registry. The withholding-tax page says any Iowa shop that hires or rehires must send the Centralized Employee Registry Reporting, which sits inside Form IA W-4, to IDHS within 15 days of the hire or rehire date. Mail goes to CER, P.O. Box 10322, Des Moines, IA 50306-0322. Fax is 1-800-759-5881.
Iowa Code § 252G.3 requires each employer to report a hire or rehire within 15 days, or in a twice-a-month electronic pair no fewer than 12 days and no more than 16 days apart. The report must include the employer’s name, address, and federal identification number; the employee’s name, address, Social Security number, and date of birth; whether dependent health-care coverage is available and when the employee qualifies; and the address for income-withholding orders. The ePAY new-hire FAQ restates that 15-day clock and says Iowa law, not the federal 20-day clock, controls when they differ. Iowa also requires a contractor report under Iowa Code § 252G.4 once payment exceeds the 1099-MISC line and is not a lump sum. A quarterly Form 65-5300 wage report does not satisfy that clock. This is not Kansas’s 20-day New Hire Directory report. This is not Alabama’s seven-day Department of Workforce report. This is not Georgia’s 10-day report. This is not Massachusetts’s 14-day Department of Revenue report. Most peer states use a 20-day clock. Iowa’s 15-day clock sits with IDHS, not IWD.
Workplace injury insurance is due at the first employee. The Workers’ Compensation Division does not sell the policy.
This is Kentucky’s, Connecticut’s, Louisiana’s, Oklahoma’s, Nevada’s, and Utah’s first-employee path for a regular shop. It is not Texas optional coverage. It is not Mississippi’s, Alabama’s, or Tennessee’s five-employee wait. It is not Arkansas’s, Georgia’s, North Carolina’s, or Virginia’s three-employee wait. It is not Florida’s or South Carolina’s four-employee wait. It is not Wisconsin’s three-employee or $500-quarter path. It is not Kansas’s $20,000 payroll line. It is not Washington’s exclusive state fund. It is not Ohio’s Bureau of Workers’ Compensation monopoly. Iowa calls this workers’ compensation.
WCD is the Workers’ Compensation Division. It sits with DIAL, the Department of Inspections, Appeals, and Licensing. WCD is the workplace-injury office. The compliance page says Iowa law requires most employers to buy workplace-injury liability insurance or register as a self-insured employer. Iowa Code § 87.1 says every employer subject to chapters 85, 85A, 85B, and 87 must insure that liability with a corporation, association, or organization approved by the commissioner of insurance. Iowa Code § 87.14A says a subject employer shall not engage in business without first obtaining that insurance or approved relief from insurance. Iowa Code § 85.1 leaves some household, casual, and agricultural work outside that regular-shop line. Household and casual work under $1,500 in the twelve months before the injury can sit outside. Agricultural work sits outside until cash payroll to covered workers is $2,500 or more in the preceding calendar year. This scorecard is the regular-business path.
WCD does not sell that policy. The compliance page says ordinary first-hire shops buy a licensed private policy, or apply to the Iowa Insurance Commissioner to self-insure. A payroll login is not a policy.
How Gusto and Patriot describe Iowa
Confirm the live withholding permit number on GovConnectIowa. Confirm the unemployment Iowa UI account number and rate on myIowaUI.org and on the Notice of Tax Rate. Confirm workplace injury insurance with a licensed carrier. Confirm the 15-day new-hire file with the Iowa Centralized Employee Registry.
Gusto’s Iowa help article says Middesk (Gusto’s business-verification company) may register state income-tax withholding and state unemployment insurance (SUI). It names the Department of Revenue for withholding and Iowa Workforce Development for unemployment tax. It sends withholding to GovConnectIowa and “Register a New Business.” That GovConnectIowa path matches the Department of Revenue permit page. It says the withholding permit is a nine-digit number that starts with 3, and that the withholding account can take four to six weeks. Iowa is on Gusto’s list of states that mail tax-account letters to the shop. Forward that letter when it arrives. The same article says most companies become liable for Iowa unemployment tax after paying one Iowa employee at least $1.00. That printed $1 line is what the software page says. Iowa Code § 96.1A and the IWD employers-covered page use paid wages in any calendar quarter after December 31, 2018. It sends unemployment registration to myIowaUI and says the account number and rate can arrive at once online. It lists Form 44-095, Form 65-5300, Form 44-105, the state W-2, and the new-hire report among Iowa files. It also asks for third-party access on myIowaUI so Gusto can obtain a 17-digit ACH credit ID. Middesk’s standard order does not open workplace injury insurance. Read Gusto’s Iowa help article. See Gusto on the directory.
Patriot’s registration article tells new shops to register withholding with the Department of Revenue and unemployment with Iowa Workforce Development on myIowaUI. The official withholding pages name GovConnectIowa, not a generic “register online” login. The same article prints a 1.0% new-employer SUTA rate for 2026, and 5.4% for new construction shops. Those printed rates match the IWD unemployment-tax page. Use the rate on your live Notice of Tax Rate, not a number from a software page. The article tells employees to complete Form IA W-4. It puts the 15-day new-hire report on the Iowa Department of Human Services. That 15-day line matches Iowa Code § 252G.3 and the withholding-tax page. The article also says workplace injury insurance is due if you have at least one employee, through a private provider or a state-operated fund. The one-employee line matches a regular shop under Iowa Code § 87.1 and § 87.14A. The state-operated-fund line is what the software page says. WCD does not sell that policy. The ordinary path is a licensed private policy or approved self-insurance. It is not a Washington-style exclusive state fund. Read Patriot’s registration article. See Patriot on the directory.
What still sits on the employer
- File myIowaUI.org within 30 days of paying the first Iowa employee, or after you acquire an existing Iowa shop.
- Decide that wages have been paid in a calendar quarter after December 31, 2018. Domestic, agricultural, successor, nonprofit, government, and family paths use other tests.
- Complete myIowaUI so Iowa Workforce Development can issue the Iowa UI account number. Software pages also call that number a SEIN.
- Hold the Iowa UI account number. Do not substitute a federal EIN for that number. Do not substitute the withholding permit number. Do not substitute an IDR ID.
- Enter the unemployment rate from the live Notice of Tax Rate, not a marketing figure. IWD prints a 1.000% new-employer rate, a 5.400% new-construction rate, and a $20,400 wage base for 2026. Confirm the live notice.
- File the quarterly unemployment wage report after the account exists, even in a zero-wage quarter. Confirm the live form name on myIowaUI.
- Register withholding on GovConnectIowa when Iowa work, or a federal withholding duty on Iowa pay, has started. Collect Form W-4 and Form IA W-4. A federal W-4 is not the Iowa certificate. The IA W-4 is due within 15 days of hire. File Form 44-095 on the frequency IDR assigns.
- File the 15-day new-hire report with the Iowa Centralized Employee Registry. The IA W-4 can carry that report to IDHS. A quarterly Form 65-5300 wage report does not satisfy that clock.
- Buy workplace injury insurance when you have one employee in a regular shop. Household, casual, and agricultural work can sit outside that line under Iowa Code § 85.1. The Workers’ Compensation Division does not sell that policy. Payroll software does not issue that policy.
- Do not copy another state’s clock onto Iowa. Iowa does not use California’s $100-quarter test. Iowa does not use Kansas’s $1,500-quarter or 20-week unemployment test. Iowa does not use Nevada’s $225-quarter test. Iowa does not use Utah’s one-person, some-portion-of-a-day unemployment clock. Iowa does not use Arkansas’s ten-day unemployment test. Iowa does not use Oregon’s $1,000-quarter or 18-week unemployment test. Iowa does not use Indiana’s $1 unemployment test. Iowa does not use Maryland’s one-worker Combined Registration Application clock. Iowa does not wait to register unemployment the way Minnesota waits for covered wages. Iowa does not print Louisiana’s 30-day apply-even-if-not-liable clock. Iowa does not skip the 30-day myIowaUI file after the first paycheck. Iowa does not skip state paycheck withholding the way Texas, Florida, Washington, Tennessee, or Nevada do. Iowa does not open withholding the way Utah does. Iowa does not use Kansas’s 20-day new-hire clock. Iowa does not use Alabama’s seven-day new-hire clock. Iowa does not use Georgia’s 10-day new-hire clock. Iowa does not send the new-hire file to IWD the way Kansas sends it to the Department of Labor. Iowa does not use Mississippi’s, Alabama’s, or Tennessee’s five-employee workplace-injury wait. Iowa does not use Arkansas’s three-employee workplace-injury wait. Iowa does not use Florida’s or South Carolina’s four-employee wait. Iowa does not use Kansas’s $20,000 payroll workplace-injury line. Iowa does not use Texas optional coverage. Iowa does not use Washington’s exclusive state fund. Iowa does not use Ohio’s Bureau of Workers’ Compensation monopoly.
