Missouri payroll setup for your first hire

Missouri first hire: Missouri takes state income tax from paychecks. Open withholding with the Missouri Department of Revenue on MyTax Missouri, the Department of Revenue e-services portal, or the Online Business Registration. Open unemployment with the Missouri Division of Employment Security after $1,500 in a quarter or one person in 20 weeks. Report a new hire in 20 days. Workplace injury insurance is due at five employees, and from the first employee in construction.

In Missouri the first-hire paperwork starts on two agencies. Withholding sits with the Missouri Department of Revenue. Unemployment sits with DES. Workplace injury insurance waits until five employees in an ordinary shop. We grade payroll software on one split. How much of that paperwork does the software take off your desk? How much do you still send to the state?

Missouri takes state income tax from paychecks. That account sits with the Missouri Department of Revenue, not DES.

Missouri takes state income tax from paychecks. This is not Texas, Florida, Washington, or Tennessee. Those states do not take state income tax from paychecks. A federal Employee’s Withholding Certificate (Form W-4) is not the Missouri certificate.

DOR is the Missouri Department of Revenue, the income-tax office. DOR’s withholding page says you withhold from employees earning wages in Missouri. Register before the first Missouri paycheck. Use the Online Business Registration, or file the paper Missouri Tax Registration Application (Form 2643). The live start is MyTax Missouri, DOR’s e-services portal. DOR assigns a permanent Missouri Tax I.D. Number. Gusto’s Missouri help article calls that number eight digits. Hold the number DOR mails. A DES unemployment login is not that number. A payroll login is not either account.

Employees complete the Employee’s Withholding Certificate (Form MO W-4). DOR’s 2026 Employer’s Tax Guide (Form 4282) says to withhold at the single rate if the employee does not turn in that form. File the Employer’s Return of Income Taxes Withheld (Form MO-941) on the schedule DOR assigns. DOR’s withholding page says every shop with an active account files MO-941 even when no tax is due. If a return is due before the Missouri Tax I.D. Number arrives, the Tax Guide says write “Applied For” and still file on time.

Many entity types need a Charter ID from the Missouri Secretary of State, called SOS, before DOR will open the tax file. Sole proprietors and general partnerships with no fictitious name are often exempt. Confirm that on the DOR registration page. Online Business Registration can also start unemployment with DES. The withholding number still sits with DOR. The unemployment number still sits with DES.

When you owe unemployment: $1,500 in a quarter, or one person in 20 weeks

DES collects state unemployment tax. That tax is often called SUTA, state unemployment tax, or SUI, state unemployment insurance. DES’s liability page is the regular-shop test. A general business employer becomes liable when it pays $1,500 in wages, cash and in-kind, in a calendar quarter, or has a worker for some portion of a day in each of 20 different weeks of a calendar year. RSMo 288.032 looks at the current or preceding calendar year. Liability also starts if the shop is liable under FUTA, the Federal Unemployment Tax Act, and employs a worker in Missouri, or if DES finds the shop is a successor. Agricultural, 501(c)(3) nonprofit, domestic, and government shops use other tests. This scorecard is the regular-business path.

This is not California’s $100-in-a-quarter test. There is no 15-day California clock on the DES page. Do not copy that clock onto Missouri. This is not Indiana’s $1 covered-wage test. Do not copy that $1 test onto Missouri. Massachusetts uses 13 weeks. Do not copy a 13-week clock onto Missouri. Missouri does take state paycheck withholding. Do not treat Missouri like a no-withholding state.

Notify DES within 30 days after the shop becomes liable. That 30-day notice is the DES clock. It is not California’s 15-day registration clock. File when the $1,500-quarter or 20-week facts are met. The employer is liable for all employment during the entire year in which that liability begins, and stays liable until DES ends that status.

Register unemployment on UInteract. Online Business Registration can start the file. The number still sits with DES.

UInteract is the DES unemployment portal at uinteract.labor.mo.gov. DES’s UInteract guide says a new shop clicks Register New Business with DES. The Online Business Registration can start withholding and unemployment in one sitting. If the DOR file already exists, DES sends you to UInteract to add unemployment. Paper shops may file the Unemployment Tax Registration (Form MODES-2699).

If DES finds you liable, it mails a determination with a 10-digit account number in the form 00-00000-0-00, the tax rate, and any Missouri Quarterly Contribution and Wage Report (Form MODES-4-5) then due. Hold that number. Use it on reports and payments. Do not substitute a federal Employer Identification Number, called FEIN. After the account exists, file the quarterly contribution and wage report in UInteract. A quarterly wage report is not the new-hire report.

DES’s tax-rate page prints the 2026 taxable wage base as the first $9,000 of wages a worker earns from that employer in the calendar year. Confirm that base on the live DES page. It can move under RSMo 288.036. The same page prints 2.376% as the 2026 new-employer rate for most shops, including construction and mining, for the first two or three years. Nonprofit 501(c)(3) shops use 1.00%. Use the rate on your DES notice, not a number from a software page.

New hire is a 20-day report. A DES wage report does not take it.

The new-hire report is a list of who you just hired. It is not a box on the DES wage report. RSMo 285.300 requires a copy of the federal W-4, or an equivalent, within 20 days of the hire date. Send that copy to DOR. DOR forwards it to the Family Support Division at the Department of Social Services, called DSS, for the State Directory of New Hires. Form 4282 also tells you to mail or fax a copy of Form MO W-4 to DOR within 20 days of hire. DSS’s new-hire page takes the same 20-calendar-day report online at missouriemployer.dss.mo.gov. The hire date is the earlier of the day the employee signs the W-4, the first day the employee reports to work, or the first day the employee performs labor or services. A quarterly UInteract wage report does not satisfy that clock. This is not Massachusetts’s 14-day Department of Revenue report.

DSS’s FAQ cites RSMo 285.300 to 285.308 and 42 U.S.C. § 653a. Electronic shops that report twice a month keep those files no more than 16 days apart. The payroll service can send the file. The clock still sits on you.

Kansas City and St. Louis take a city earnings tax. Those accounts do not sit with DOR.

Kansas City and the City of St. Louis take a city earnings tax from paychecks. That tax is not the Missouri withholding number. It is not the DES unemployment number. DOR’s Online Business Registration does not open those city files.

Kansas City’s earnings-tax guide points shops to Quick Tax at kcmo.gov/quicktax. A shop outside the city that only has residents working elsewhere may treat withholding as a courtesy. Confirm the live city rule before you skip it. A shop that operates in the City of St. Louis opens an earnings-tax account on Form E-9 with the Collector of Revenue before it begins operating in the city. The city says the account number is the federal EIN or Social Security number. St. Louis also has a separate employer payroll-expense tax. A shop outside the city that has St. Louis residents may still have a city reporting duty. Confirm that on the Collector page. Those city files are not MyTax Missouri. They are not UInteract.

Workplace injury insurance waits until five employees in an ordinary shop. Construction waits until one.

This is not a first-hire policy for ordinary shops. It is not Florida’s four-employee wait. It is not the three-employee test used in Georgia, North Carolina, or Virginia. It is not Indiana’s first-employee rule. It is not Texas optional coverage. It is not Washington’s exclusive state fund. It is not Ohio’s Bureau of Workers’ Compensation monopoly. Missouri calls this workers’ compensation.

The Division of Workers’ Compensation insurance page restates RSMo 287.030. An ordinary shop is an employer at five or more employees. Construction shops that erect, demolish, alter, or repair improvements are employers at one or more employees. Part-time, casual, and family workers count. LLC members and corporate officers count toward the five. Sole proprietors and partners do not count as employees of themselves. DWC is the Division of Workers’ Compensation, the office for that coverage. DWC sits with the Missouri Department of Labor and Industrial Relations, the same department as DES. DWC does not sell that policy. Ordinary shops buy a private policy, use the assigned-risk pool if a carrier will not write one, or qualify as self-insured with the Division. The Division’s employer page repeats that five-and-one split. A payroll login is not a policy.

Patriot’s registration article says you can sign up through a private provider or a state-operated fund. That state-fund line is what the software page says. The Division’s ordinary path is an authorized private carrier, the residual market, or self-insurance with the Division. Do not treat Missouri like Washington or Ohio on that point. Tennessee also waits until five employees, and Tennessee construction waits until one. Tennessee also names coal mining. Missouri’s construction definition is the statute’s erect, demolish, alter, or repair line. Do not copy Tennessee’s coal-mining sentence onto Missouri.

How Gusto and Patriot describe Missouri

Confirm the live withholding number on MyTax Missouri. Confirm the unemployment account and rate on UInteract and on the DES determination. Confirm workplace injury insurance with a licensed carrier or on the Division of Workers’ Compensation employer pages. Confirm Kansas City or St. Louis on the city collector, not on DOR.

Gusto’s Missouri help article says Middesk (Gusto’s business-verification company) may register state income-tax withholding and state unemployment insurance (SUI). It names DOR for withholding and the Division of Employment Security for unemployment tax. It tells you to register with the Missouri Secretary of State first. It then sends both tax types to the Online Business Registration. The same article says most shops become liable for Missouri unemployment tax after paying more than $1,500 in a quarter or having an employee for some part of a day in 20 different weeks. It calls the DOR withholding number eight digits and the DES account 10 digits in the form 00-00000-0-00. It lists Form MO-941, Form MODES-4, and a Missouri new-hire report among Missouri files. Middesk’s standard order does not open Kansas City or St. Louis. Confirm the live numbers on MyTax Missouri and UInteract. Confirm the rate on the DES notice. Read Gusto’s Missouri article. See Gusto on the directory.

Patriot’s tax table says Full Service files Missouri Unemployment Insurance (SUI or SUTA) on the quarterly MODES-4. It files Missouri income-tax withholding on Form MO-941 and the annual Form MO-W3. It also names Kansas City Form RD-110 and St. Louis Form W-10. Patriot’s registration article says one Online Business Registration covers withholding and unemployment. DOR’s registration page agrees that one online file can start both. The accounts still sit with two agencies. The article prints a 2.376% new-employer SUTA rate for 2026. DES also prints 2.376% on its tax-rate page. Use the rate on your DES notice, not a number from a software page. The same article puts the 20-day new-hire report on a fax to 1-877-573-6172 or a mailing to DOR at P.O. Box 3340. That mailbox is the Form 4282 paper path. The live online door is the DSS Family Support Division portal. The article also says workplace injury insurance can come from a private provider or a state-operated fund. The Division’s ordinary path is not a Washington-style state fund. Read Patriot’s article and Patriot’s registration article. See Patriot on the directory.
